Although its the capital of South West England and largest city on the south coast, Plymouth is surprisingly peaceful and relaxed. Awarded Britians cleanest city in 1991 and national studies have lead to conclusions that it is the best place in England to live. Plymouth has been a maritime city since its earliest days due to its position between the estuaries of the Rivers Plym and Tamar. It was the base of the great Elizabethan sea captains Drake, Raleigh and Hawkins. The Royal Navy has had a permanent base in Plymouth since the end of the 17th century. There are excellent views from the top of the towering Civic Centre and of course from the Hoe ("high place") from which Drake first spotted the approach of the Spanish Armade whilst enjoying a game of bowls.
